In Argentina, "nene feo" or "chico feo" ("nene" is for younger children, "chico" is for older children).
If the child is a girl, though, you’ll say:
-nena fea
-chica fea.
But why would you, poor little thing?

Why do you need to say it in Spanish, are you afraid they are going to tell their parents. If I was that child’s parents, I’d punch you dead in your face. No one messes with my kid.

In Mexico It’s "Chamaco cagado" (slang) and "niño horrendo" (the correct form)
