If they want to do business in this country learn English. This is US not Mexico. If I opened a business in Mexico I would expect to speak spanish. In the US we speak English.*
most of Latin America would be insulted if you assumed that Mexican culture is like theirs.

In Brazil they speak Portuguese.

Dude, you gotta realize that Latin America is a very diverse and culturally rich place.
Hell, little bit of trivia. Most of the wealthy people in Mexico are very light-skinned.
Argentina has a high population of white people.

It’s not, unless we are in their country because we would need to be able to communicate our needs effectively? Just like Mexicans in the USA should be able to speak English
Why should all U.S. citizens do this? I think the only people who would have a desire to do this would be U.S. businessmen. And even then, not all of them would want to learn the Spanish language because they may be interested in just doing business domestically or business elsewhere throughout the world (Europe, Asia, etc). Maybe they would feel that there is more money to be made in those markets. Maybe they would want to learn German or Mandarin in that case instead of Spanish. You see what I mean here? The only businessmen who would really be required to learn Spanish are those businessmen who have a desire to do business in Central America or South America.

Not at all important. There’s no reason for ALL US citizens to do that. For the ones dealing directly with Latin America, it would help to have some knowledge of the languages and cultures of Latin America, but what’s more important is to have a openness to other cultures and some good resource people in the countries they’re working with.
