Is it necessary to speak fluent Spanish & English to obtain dual citizenship Mexican and American?

Steps to becoming a US citizen via naturalization:
1) be at least 18 years old
2) be a legal permanent resident for five years less 90 days before you apply (this is shortened to three years less 90 days if you a) acquired legal permanent residency, b) have been married and live with a US citizen for three years and c) your spouse has been a US citizen for at least three years)
3) must be a person of good moral character
4) must pass a test on US History and Government
5) must have a working knowledge of the English language

Also, Mexico law authorized dual citizenship in the 1990s.
No. Just hang out in the U.S. long enough and you’ll be given citizenship. Being undocumented only speeds up the process. Hang out a little longer and when the U.S. is annexed by Mexico dual citizenship won’t matter.

You cannot become a citizen until you have become a permanent resident first.
To answer your question: No, you cannot have double citizenship either in the US or in Mexico. You’re either a US citizen or you are a Mexican citizen. Regardless of whether you are fluent in both languages.

Dual citizenship from Mexico and the United States is possible, having either citizenship first and naturalizing in the other country (or being born in the United States to at least one Mexican parent, either legal or illegal immigrant, then the parents filing the birth records with the Mexican Consulate). The quickest way in both countries, and maybe the only possibility for someone in your status, is to marry a citizen. It sounds like you already have Mexican citizenship. You will need to gain Legal Permanent Residency in the United States first before you can become a citizen here.
