Unfortunately I think it’s even higher than 25%. Bilingualism doesn’t always get the credit it deserves. In some public schools the term "bilingual education" has a negative connotation.
I worked for a school district last year that was 92% Hispanic and I actually got in trouble for saying "uno, dos, tres" when we were playing a game in class!
Totally unbelievable!
